This is one of the more lucrative offers Chase periodically runs for this card. Its baseline welcome offer is 80,000 bonus miles, so 90,000 bonus miles is more than 12% higher than usual.

United Club Card Application Rules and Restrictions
If you have or have had the United Club Card recently, you may be ineligible for another bonus on this same card. You'll find this language in the card's application terms:
This card product is available to you if you do not have this card and have not received a new Cardmember bonus for this card in the past 24 months.
However, there is no restriction on applying for the United Club Card if you hold other United credit cards. That means you can get the United Club Card if you have the United℠ Explorer Card (Rates & Fees) or the United Quest℠ Card (Rates & Fees), for example.
And like all Chase cards, the United Club Card is subject to Chase’s 5/24 policy. If you’ve opened five or more personal credit cards in the previous 24 months, you likely won't be approved for this card. Additionally, Chase doesn't tend to approve anyone for more than two personal credit cards within 30 days or more than one business card within 90 days.
